October 2015 | Overdrive | 25 LOGBOOK A rule to mandate the use of speed-limiting devices on heavy trucks was delayed last month, according to a notice on the White House Offi ce of Management and Budget's rulemaking portal. OMB, which must stamp approval on rules prior to their publication, on Sept. 1 added a note to the status of the Heavy Vehicle Speed Limiter rule that said "review extended." It did not say why it needed more time to review the rule. OMB usually has 90 days to approve or deny a regulatory agency's rulemaking, but it can choose to extend that time. The National Highway Traffi c Safety Administration sent the Proposed speed limiter mandate delayed rule to OMB on May 19. The U.S. Department of Transpor- tation began work on the mandate nearly 10 years ago, but no details on the rule, such as whether it will re- quire the installation of speed limiters retroactively on all heavy trucks, or what the limited speed will be, have been released. – James Jaillet HEAVY-DUTY SERVICE information for model-year 2010 and later trucks and bus- es weighing more than 10,000 pounds will be available to all equipment makers and repair trade organizations.
