The board has no regu- latory power, and its job is to recommend to regulators ways to prevent crashes and increase safety. NTSB's seven recommen- dations related to trucking: Increase implementation of collision avoidance tech- nologies. For commercial vehicles, NTSB recommends developing performance standards for collision avoid- ance systems and encourage fleets and truck drivers to install these technologies before regulations are made. Expand recorder use to enhance safety. NTSB rec- ommends regulators require use of event video recorders and mandate that companies use the data in their safety management programs. End alcohol and other drug impairment. NTSB says that marijuana decriminaliza- tion, synthetic drug use and a rise in over-the-counter drug abuse compound the problem of alcohol and drug impairment. The agency recommends passing laws and educating the public to end impairment in transportation. Reduce fatigue-related acci- dents. NTSB recommends "a comprehensive approach that focuses on research, educa- tion and training, technology, treatment of sleep disorders, hours of service regulations, and on- and off-duty schedul- ing policies and practices." Require medical fitness. NTSB recommends a comprehensive medical certification system for drivers that in- cludes their complete medical history. Eliminate distractions. NTSB is urg- ing all states to expand and strengthen distracted driving laws. Strengthen occupant protection.
