Peter DeFazio (D-Ore.) in- troduced a funding plan that would repeal the federal gas tax in favor of other funding options, such as taxing oil barrels and indexing the die- sel tax to inflation and fleet fuel economy. DeFazio's Repeal and Rebuild Act would create jobs, repair infrastructure and "break the transporta- tion funding impasse that has plagued Congress for years," he says. The act would: • Repeal the federal gas tax; • Increase the tax on a barrel of oil that is processed into gasoline to $6.75 and index it to construction cost inflation and fleet fuel economy; • Index the diesel tax to construction cost inflation and fleet fuel economy; • Bond the new revenue to backfill the Highway Trust Fund shortfall; and • Support a $324 billion six-year reauthorization. In the bill's first year, it would raise less than the 18.4-cent gas tax but provide potential short-term relief to buyers, DeFazio said. But the barrel tax would be indexed to the U.S. Department of Transportation's National Highway Construction Cost Index and to fuel economy standards with the goal of mitigating losses that could be seen from higher fuel economy – some- thing the current gas tax does not do. — Kevin Jones House bill would nix gas tax TOLLS WILL RISE on the Pennsylvania Turnpike Jan. 4.
