CVSA, which represents a partner- ship between industry and enforcement groups, sent its request letter to U.S. Transportation Secretary Anthony Foxx Nov. 14. CVSA says in the letter that it endorses CSA as an enforcement tool, but that the program is not a good way to assess carriers' crash risk accurately. "CVSA feels strongly that law enforcement's access to SMS data must not be lim- ited," according to the letter signed by Stephen Kepper, CVSA executive director. "Until these improvements are made, however, CVSA echoes stakeholders' call to remove SMS scores from public view." Two coalitions of industry stakeholders in recent months have petitioned FMCSA to remove the scores from public view. Government reports also have found problems in the agency's data and its ability to measure crash risk with CSA. The U.S. House introduced a bill in September that would pull the scores from public view and require the agency to shore up its scoring problems. – James Jaillet FOR CARGO THEFTS in the third quarter of 2014, the average loss value per incident doubled from 2013's third-quarter value of $321,521, while the number of thefts fell, according to FreightWatch International. A total of 208 cargo thefts occurred in the quarter, a 20 percent decline from the same quarter last year. Food and beverage loads remained the most stolen.
