Control over branches of government at the state and national level often changes hands, but 2016 brought a lot of change. In addition to those election results, ballot initia- tives passed in many states that will reshape the debates over wages, recreational drug use and other controversial issues. Control state agencies are used to change – most work under the assumption that priorities, policies and initiatives are only guaranteed until the next election. But when a new administration comes into power, not everything changes. Polit- ical appointees come and go, but the people who run control state agencies day-to-day - who implement the budgets and campaign promises - bring continuity to our industry. This issue recognizes their hard work and dedication through our second an- nual Control State Best Practices Awards. Six control state agencies, one provincial agency and two municipal operations make up our list of winners, across seven categories. The race for our overall winner was very tight, but in the end the entries from the Pennsylvania Liquor Control Board were strong across all categories, earning the PLCB our top honor. Congratulations to the entire leadership team and all the staff members at the PLCB for their efforts during the past year, creating and implementing innovative programs that should serve as a model for other control states. • JEREMY NEDELKA, EDITOR MARK YOUR CALENDARS!
