Further, we said that it was indeed critical to create a mission statement as a framework to help you stay fo- cused as you shape and detail the se- ries of policies and procedures which will make up your "book." We are certainly in agreement on that. But I thought I would discuss some more or less specific areas that the mission statement should cover. This is not a comprehensive list, as you may feel there are other items to include. But use this as a starting point or topic of discussion. And regarding some of the more sensitive areas such as har- rassment, please get your attorney in- volved. Before we begin discussing the thoughts which should be considered and included in the manual, we should mention that a statement of the chain of command for your business must first be formulated and established. This chain of command depends on the size of the business and the or- ganizational flow chart designed to be the working start of the book, and en- courages the examination of duties and responsibilities of each person in the business. This kind of procedure is basic to the smooth flow of day-to-day operations. For example, questions or situa- tions that develop at an "employee" level should be brought to the attention of their direct supervisor for investiga- tion. Perhaps the best place to start is with those areas which are particularly sensitive in today's society, and thus really call for an established policy that lets your business' employees and officers know, right up front, just what won't be tolerated in any way, shape or form in, on or away from your busi- ness property in the pursuit of your business' daily activities. The first one that comes to mind is harassment. In this topical and sensi- tive issue, your book will need to de- fine what constitutes harassment, and then state the fact that it will not be tol- erated in any form under that defini- tion and that if there is a complaint, exactly what procedures should be fol- lowed in having it investigated.
