NEW HAMPSHIRE SB 100 – AS INTRODUCED As previously reported , heating fuel dealers in New Hampshire were fac- ing potential legislation that would have required deliveries to customers that have not paid their bills. While more of an issue on the propane side, it would have set some disturbing requirements. As the language noted: Failing to deliver home heating fuel within a reasonable time, between the dates of November 15 and March 31, after the payment of an unpaid arrearage or deposit by cash, certified or cashier's check, a government or community action agency guarantee, or after evidence of an agreement with a municipal welfare official, pursuant to RSA 165, to pay for the current delivery with the customer entering into a reason- able repayment plan with the home heating fuel provider for the unpaid arrearage or deposit. For the purpose of this paragraph, a "reasonable repayment plan" shall consider, among other things, the size of the arrearage or deposit, the customer's ability to pay, and the customer's payment history. Robert J. Sculley, Executive Director of the Oil Heat Council of New Hampshire thanked members and said there would be a new SB100 bill next year. PENNSYLVANIA State Extends Assistance Program Governor Tom Wolf announced that Pennsylvanians struggling to pay home heating bills will now have until May 1 to apply for financial help through the Low- Income Home Energy Assistance Program. The federally-funded program was slated to end April 3, but the Wolf Administration decided that given the severity and duration of this winter, Pennsylvania would extend the pro- gram, giving people extra time to apply for funding. LIHEAP offers assistance in the form of a cash grant sent directly to the utility company or a crisis grant for households in immediate danger of being without heat. "Everyone deserves a safe, warm home. I encourage Pennsylvanians to apply today because with this unpre- dictable weather, we never know when winter's going to end," Acting Secretary Ted Dallas said. Individuals can apply for a LIHEAP grant online at www.compass.state.pa.us or in person at their local county assis- tance office.
