May 2015 | Overdrive | 17 Logbook The Federal Motor Carrier Safety Administration in late April asked for comments on a proposal to incentivize carriers to implement safety practices above the basic requirements. Incentives proposed by FMC- SA include credit on scores for Compliance, Safety, Account- ability and the Inspection Se- lection System, as well as fewer roadside inspections. The program, which has the working title "Beyond Compli- ance," could reward carriers that "exceed regulatory require- ments and improve the safety of commercial motor vehicles and drivers," the agency said in its Federal Register filing. FMCSA's Motor Carrier Safety Advisory Committee has been tasked with providing recommendations to the agency by June. MCSAC is made up of stake- holders representing a broad range of industry interests, in- cluding small and large carriers, drivers, brokers, safety advo- cates, enforcers and regulators. Public comments on FMCSA's proposal were being accepted for 60 days following the re- quest's April 23 publication. To comment, go to regulations.gov. – James Jaillet FMCSA floats rewards for safest carriers A SPEED LIMITER MANDATE proposal will be delayed one month and published July 27 in the Federal Register, according to the U.S. De- partment of Transportation's April status report on rulemakings. FINE LEVELS for violations of the Federal Motor Carrier Safety Regula- tions were increased across the board by the Federal Motor Carrier Safety Administration. The higher fines take effect June 1. Drivers learning of HireRight affiliate's bankruptcy plans Some truck drivers may be receiving court notifications about the bankruptcy of a risk management and securi- ties company affiliated with HireRight, which conducts background checks on drivers for carriers. Altegrity Inc. has 37 affil- iated companies, including HireRight. Drivers whose back- ground checks were conducted by HireRight may receive no- tification of Altegrity's Chap- ter 11 bankruptcy petition. Under Chapter 11, a company reorganizes its debt under court supervision. HireRight will continue to operate and conduct business as usual throughout the pro- cess, according to documents from the U.S. District Court in Delaware. The proceedings will not affect drivers.
