Guaranteed Fence And Deck Sealer Fence ordinances tend to create an "urban fortress" feel- ing instead of a warm, neighborhood feeling. 5. The same fence that diminishes wind in the winter blocks out cool breezes for the homeowner and his neighbor during the summer. In this case, the next-door neigh- bor becomes a passive victim of the fence. You can understand, then, how beneficial it can be to talk to your neighbor before building a fence and why zoning ordinances are needed to regulate the height, location, and de- gree of openness. Remember, fence regulations es- tablish your rights as well as your re- sponsibilities. If a fence is constructed in violation of the city's fence ordi- nance, the owner may be required to correct the problem by relocating it or reducing its height. Normally, the city does not look for these violations; but if a complaint is filed, then an investigation must be conducted and the problem resolved. Often, complaints will compound, causing the city to spend unnecessary time and public funds to correct them. This demonstrates, once again, how everyone benefits by following the fence regulations. Redding Municipal Code estab- lishes fence setback requirements for two types of residential lots – corner and interior: Corner lots A fence, hedge, or wall shall not be higher than 3 feet within the front- yard setback or within the area called the "vision triangle." The boundaries of the "triangle" are formed by measuring from the in- tersection of the street corner property lines to points 30 feet along the front and street side property lines. These two points are then con- nected with a straight line, resulting in the "vision triangle." Side-yard fences can generally be constructed to a height of 6 feet sub- ject to the above limitations. Outside of these setback areas, fences can be erected to a greater height, although a building permit must be obtained for any fence ex- ceeding a height of 6 feet. It should be understood that corner lots—bordered by streets on the front, rear, or side of the lot—are required to provide for the 30-foot "vision trian- gle" at the street corner(s) of the lot. Depending on the lot's zoning dis- trict and subdivision restrictions, the front-yard setback will range from 15 feet to 35 feet. Interior lots As with corner lots, fences and hedges cannot be higher than 3 feet within the front-yard setback area. Side- and rear-yard fences are lim- ited to 6 feet in height, except outside of the required setback areas where they can be erected to a greater height subject to obtaining the required build- ing permit. Property line fences Be sure you know where your property lines are before you erect a fence. Fences should not extend into the public right-of-way. Misplacement of fences on private property often results in expensive dis- putes. Even a chain link fence in the front yard, when viewed at an angle, can possibly block the safe viewing distance of vehicles exiting a drive- way. Always be aware of the effect your fence may have on the ability of drivers or pedestrians to proceed safely from their driveways or yards. Please check before placing a fence or shrub in a potentially haz- ardous location.
