Electronic security measures are planned to be installed later. The in- stallation is expected to be completed in the spring of 2016, according to the Minnesota Dept. of Corrections. Surprisingly, some neighbors say they believe construction of a 12-foot- high fence is an overreaction and will hurt their property values, stating that when the state built the prison nearly 30 years ago, offi cials promised there would be no fence. The prison fence has been a topic of debate in Shako- pee for the last 10 years. For most of that time, the city council opposed it. But new council members have been elected recently who are less concerned with what the prison used to be, and more concerned with what it is today. A web search turned up the fact that there is at least one other prison in the nation that does not uti- lize perimeter fencing. New Hampshire's Cheshire County Correctional Facility, which has been described as "the most liber- al prison in the country," houses 230 male and female prisoners. The pris- on employs the following methods to keep prisoners in check: pets are al- lowed, solitary confi nement is limited to 15 days and there is no perimeter fence. Security at the modern facility is provided by a huge array of surveil- lance cameras operated out of a unit dubbed "the secret squirrel room," the UK's Daily Mail reported. The warden of the jail, quoted in the Daily Mail, said he believes that prisoner rehabilitation results in lower numbers of repeat offenses. Prisons without fences – What? WFN STAFF REPORT As reported in the national media recently, Minnesota's only women's prison, located in Shakopee, Minn., will fi nally get a perimeter fence. The Shakopee facility, southwest of Minneapolis, opened in 1986 and has never had a fence along the 4,300-foot perimeter separating it from the ad- joining neighborhood – only a hedge. And MCF-Shakopee is no "coun- try club" facility, either. According to the Minnesota Dept. of Corrections, the prison houses some 600 offenders, many at the maximum custody level and including nearly 100 women con- victed of homicide. The MDC says the prison maintains security by con- trolling the inmates' movement and through constant observation. Minnesota Public Radio reports that over the last 20 years, eight pris- oners have escaped, including one last year. All were apprehended. Guards have caught 19 prisoners plotting es- cape plans. In the last seven years, more than 30 people have been caught trespassing on the prison grounds.
