Dianne Feinstein (D-Calif.) has pushed bills in Congress to obtain monument status for the land. And U.S. Rep. Paul Cook, whose district encompasses the area, intro- duced a similar bill. Both bills also would have protected OHV areas already in use. However, when her efforts proved unsuc- cessful, Feinstein petitioned the president to use his authority under the Antiquities Act. "The AMA encouraged Sen. Feinstein to manage her legislation through the legisla- tive branch," Allard said. "We are disap- pointed that she chose to lobby the White House for an executive action, rather than continue to work through Congress to achieve her goals." Feinstein's political maneuvering came at the behest of well-funded national environ- mental lobby groups determined to include the largest swath of land possible in the monument designation. The Obama des- ignations run counter to the Antiquities Act, which restricts presidential designa- tions to the "smallest area compatible with proper care and management of the objects to be protected." Since assuming office in 2009, President Obama has used his authority under the Antiq- uities Act to establish or expand 17 national monuments covering more than 265 million acres of public lands and waters — more than any other president. "We believe the president has consistently overreached his authority as outlined in the Antiquities Act," Allard said. "Monument des- ignations that go beyond the original legisla- tive intent and impact large areas should be determined by the Congress, under a process in which there is public input, not behind the walls of the White House, with very little, if any, public input at all." The new 2-Up ATVs have improve- ments in styling and are overall better looking machines," said Duane Summers, general man- ager at Yamaha of Camp Hill in Pennsylvania. "We are looking forward to getting a new order placed and units back in stock. We are excited to educate customers about HISUN, their his- tory and their presence in the U.S." Jeremy Prewett, owner of Outpost Motors- ports in West Plains, Missouri, said, "They are definitely a big improvement for the industry. Their stock models come with aluminum rims, halo headlights, a winch and even camo. The features added for the passenger are going to make the comfort level so much better. The additional footsteps, handles and backrest are really great selling features. I think it's one of the best looking ATVs for the size on the market. Everybody's really crazy about the way they look." When asked about the new Forge 450 ATV, Prewett also commented, "For a 450, I thought it handled well; the suspension was great, and it had plenty of power. I'm a big man, and I had no trouble driving it up any hills. There was never any hesitation. The size on the bike is a little bit bigger than last year's model on the 400s. I think the Forge 450 has a really beefy look." HISUN's new line of 2-Up ATVs features HISUN-built OHV engines with standard Delphi Electronic Fuel Injection. A CVT sys- tem delivers power through both low and high range gears. The Tactic 800 and 1000 feature CVTech transmission systems and electronic power steering (EPS). HISUN's new line of ATVs come standard with a heavy-duty 2,500-pound winch, full LED lighting pack- ages, front and rear cargo racks and 12-inch chrome alloy rims with aggressive knobby Wanda tires. Final assembly is also completed at HISUN's USA Headquar- ters, and all ATVs and UTVs are shipped fully assembled to dealers.
