62 • OCTOBER 2014 • WORLD FENCE NEWS As part of an ongoing and long-standing series, World Fence News offers this "snapshot" of build- ing ordinances which affect fence in- stallations from municipalities across the United States and Canada. This information was taken from official web sites, but you should always con- sult the appropriate building depart- ments where you plan to work for spe- cific requirements. Maryland Heights, Missouri The city requires residents to ob- tain a permit before installing a fence. There is no fee for the permit. To get the permit, residents need to fill out an application and submit a site plan. The site plan can be the property plat that the resident received at clos- ing on the purchase of your property. Make a copy of the plat and with a different color pen or marker, indicate where the new fence will be installed. If you do not have a site plan, you can download an aerial map of your prop- erty and show the proposed fence line on the map. Fence requirements: • Fences may not be taller than six feet. • Fences may not have barbed wire at the top. • Fences may not be in front of the front building line (must be behind the front face of the house). • Each street that the property faces (corner lot) is treated as a front yard. (The side yard that faces the sec- ond street is treated the same as the front of the house.) • The city does not dictate the di- rection of the structural members of the fence. (The fence can face any di- rection the owner wants.) Missouri law requires that a lo- cate request be placed before begin- ning any excavation. Placing a locate request is free and easy. Call (800) DIG-RITE or place your request on- line at www.mo1call.com. San Angelo, Texas List of noted requirements for res- idential fences 1. Any fence extending closer to the front property line than the ap- plicable building set-back line shall not exceed a height of 4 feet. Fenc- Fence ordinances from around the country es placed on corner lots and situated within 30 feet of the intersection of the two street property lines shall not exceed a height of 3 feet. 2. No back or side yard fences in a residential district shall exceed a height of 8 feet. There is no permit required for side and rear yard fences 6 feet in height or under. This applies only to interior lots. 3. The height shall be measured at every point along the run of a fence. The average distance between the top of the fence and the immediately adja- cent ground surface on the two sides of the fence shall be considered the fence height. 4. Corner lots abutting against a lot facing the side street and do not have an alley or other public right-of- way separating the lots, are limited to a 4-foot tall fence along the side lot line adjacent to the street. 5. Your property line may not extend to the street. It is the respon- sibility of the homeowner to locate all property lines for the placement of fences. 6. An inspection of the fence will be provided by this department once work has been completed. The inspec- tors will inspect the fence for compli- ance with height restrictions and ma- terials. They are not certifying that the fence has been placed on or within the property lines. 7. Property line disputes between neighbors are considered civil dis- putes and should be handled by a pri- vate attorney. 8. All fences must be constructed out of commercially sold fencing ma- terials and meet or exceed the "stan- dards" of the neighborhood. The City of San Angelo does not enforce deed restrictions. All home- owners should check deed restrictions before doing any construction. This review is based upon adopt- ed applicable codes of the City of San Angelo and does not relieve any or all parties from complying with all fed- eral, state, or local rules and regula- tions that may not have been covered or mentioned. Granting of a permit does not presume to give authority to violate or cancel the provisions of any other state or local law regulating con- struction or the performance of con- struction. The City of San Angelo has ad- opted the following codes: • 2006 International Residential Building Code • 2005 National Electrical Code • 2006 International Mechanical Code • 2006 International Plumbing Code • San Angelo zoning ordinances. continued on page 64 American Fence Association [ - ] Operator Installer School (OIS) November 2 – 7 November 2 – 4 November 9 – 14 November 9 – 12 [ - ] Automated Gate Systems Design (AGSD) [ - ] Fence Installation School (FIS) In addition to the 8 core modules, your choice of 1 of 3 disciplines are available – Commercial Chain-Link, Farm & Ranch, and Ornamental.
